Why did the Miami Heat re-signing scrubs like Carlos Arroyo and Jamal Magloire?

Pat Riley was doing a great job in the beginning of the off season by Landing the Big 3 and adding good role players like Miller, Big Z, Haslem, and Juwon. But now, I think the Heat are making some bad moves by wasting their money on scrubs. Instead of signing scrubs, they could sign veterans like Iverson/Jason Williams, Shaq, or Stackhouse.
