Why is there so much confusion over the legality of selling the Remington 700P to civilians?

I know for a fact that they are legal to civilians but I've heard some dealers won't sell them to civilians. Im hoping this will be my first rifle and my local dealer sells it to me and has the intellegence to know that it is in fact legal.
