Why wont my rabbit allow me to handle him?

ive had my two rabbits for just over 3 months now, they are both boys and are extremely playful. whilst one of them loves being handled and is always fighting for attention the other when i attempt to handle him freaks out and runs off. this is also hard because i am unable to get them out of their hutch to allow them to run around and if i ever do manage it he kicks a lot when i try to put him back. i dont understand it. if he loves being out so much why does he never allow me to get near him. sometimes even if i stroke him near his head he flinches away as if he cant handle it. any advice on this would be appreciated as i dont know what to do about it.
